New Report: From Precarious Journeys to Local Futures – Reintegration Lessons from Albania

We are pleased to publish From Precarious Journeys to Local Futures: Reintegration Lessons from Albania, a new report presenting evidence and learning from the Creative Hubs Programme. The report draws on the experiences of 105 recent returnees and explores the realities of precarious migration, return, and reintegration in Albania.

The findings demonstrate that reintegration is not simply about returning home or finding employment. It is a complex, ongoing process shaped by economic opportunity, social connections, trust, wellbeing, and access to practical support. The report highlights how community-based approaches, mentoring, entrepreneurship support, and psychosocial services can help people rebuild their lives with dignity and resilience.

The Creative Hubs Programme was developed to provide locally accessible, trust-based support for returnees through vocational training, business development, mentoring, and community engagement. Alongside supporting participants, the programme generated valuable evidence to inform future policy and practice around sustainable reintegration.

The report also offers practical recommendations for governments, policymakers, NGOs, practitioners, community organisations, and international partners. These recommendations focus on strengthening collaboration, improving access to reintegration services, addressing misinformation, and creating opportunities that enable people to build sustainable futures in their own communities.

We hope this publication contributes to a wider conversation on evidence-based reintegration and supports organisations working to develop more effective, people-centred approaches to migration and return.
