Southampton Police Target Modern Slavery and Immigration Crime in Shirley

Focusing on tackling modern slavery and organised immigration crime.

In a significant multi-agency operation last week, police in Southampton conducted a targeted night of action in Shirley.

The operation, led by Hampshire & Isle of Wight Constabulary’s Modern Slavery and Organised Immigration Crime team, brought together neighbourhood and roads policing units alongside Immigration Enforcement officers. The joint effort concentrated on Shirley High Street and nearby areas.

The primary aim was to identify and safeguard individuals vulnerable to exploitation, while also disrupting those responsible for committing serious offences. As part of the evening’s activities, authorities also addressed road safety issues related to e-bikes, e-scooters, and mopeds that were not roadworthy.

More than 20 individuals were stopped and spoken to, with nine immigration checks carried out by Immigration Enforcement. Three individuals were found to be in breach of immigration laws. In addition, six unsafe e-bikes were seized and several traffic violations were addressed.

Inspector Andy Proctor of Southampton West said:

“This was a proactive, intelligence-led operation focused on tackling modern slavery, exploitation, and organised immigration crime—particularly within the local food industry. Sadly, we know that organised criminal groups are actively exploiting individuals in this sector, often trapping victims in cycles of abuse.”

“We also recognise that some people knowingly work in breach of immigration and road safety laws, creating risks for the wider community. Ensuring that all workers and vehicles involved in these sectors comply with legal standards is a key priority for us.”

“Modern slavery often hides in plain sight. Community awareness and information-sharing are critical to identifying those at risk and bringing perpetrators to justice.”
